The libraries are vibrant and engaging community hubs with branches at Frankston and Carrum Downs and access points at the Seaford & Langwarrin Council Customer Service Centres, Library Express (Frankston Train Station Tues & Thurs 6:30am-8:30am) and the Youth Resource Centre. *NOTE* - all individuals volunteering with Frankston City Council must be fully vaccinated and willing to provide documented proof of status unless and exemption applies.
